DAVID M. NEWMAN, PE, CERTIFIED ENERGY MANAGER, LEED-AP
PRINCIPAL/VICE PRESIDENT, ENGINEERING
David Newman has over 16 years of diverse experience in engineering project management and providing engineering services to industrial manufacturing, institutional, commercial and governmental clients.
Mr. Newman directs ECG’s business operations and manages the companies internal operations. He is involved in every phase of project implementation from preliminary site investigations, technical reviews and customer guidance, and has direct responsibility for the development of stamped design specifications and drawings for construction. Mr. Newman also oversees the construction administration services and other follow-up services for ECG’s many clients.
Prior to joining ECG, Mr. Newman managed a multidisciplinary team of engineers in a world-class manufacturing facility. His past expertise includes team coordination for the successful design, commissioning and optimization of complex mechanical, chemical and thermal processing systems. Mr. Newman holds a B.E. in Mechanical Engineering from the State University of New York at Stony Brook. He is a licensed Professional Engineer in the states of New York, Connecticut, New Jersey, Pennsylvania, South Carolina, and Florida. He is also a Certified Asbestos Project Designer, as well as a Certified Energy Manager (CEM), Green Building Engineer (GBE), and LEED Accredited Professional. David specializes in Mechanical, Electrical, and Plumbing Engineering and has expertise in asbestos and LEED.
DIRECTOR OF PROJECT DEVELOPMENT
Aldo Mazzaferro is primarily responsible for managing all aspects of projects to ensure their successful completion and the client’s satisfaction. Mr. Mazzaferro plays a vital role in analyzing all project proposals and in representing ECG at pre-proposal meetings and construction project meetings. Mr. Mazzaferro holds a BS in Mechanical Engineering and a Masters of Engineering in Energy Systems from Lehigh University. During his time at Lehigh University, Mr. Mazzaferro developed skills in project management, energy efficiency, and project finance that have been critical to his effectiveness as a Project Engineer with ECG.
REGIONAL DIRECTOR OF DEVELOPMENT
Von Banks has over 16 years of experience in construction and development on the local, state, and federal levels. Mr. Banks primary focus is on county, local and state government facilities and institutions. Prior to joining ECG, Mr. Banks was appointed by the White House to serve as Deputy Assistant Secretary of the U.S. Department of Housing and Urban Development. Mr. Banks is a graduate of Pennsylvania State University.
DIRECTOR OF ADMINISTRATION
Joyce Puleo is responsible for managing and ensuring the smooth operation of all of ECG’s administrative responsibilities. Her primary duties include assignment of appropriate resources to projects, coordination of all plans, specifications, and applications for submittal to required governmental regulatory agencies, and assistance with ensuring time-lines are maintained for all active projects.

ASHLEY M. HEINTZ
Ashley Heintz is responsible for coordinating the beginning stages of all projects by implementing time lines, managing progression, and ensuring Energy Service Companies maintain their responsibilities. Her primary roles include producing Preliminary Energy Assessments, maintaining communication between customer and perspective bidders, and developing proposals specific to the customer’s needs. After completion of the project, Ms. Heintz manages all of ECG’s Measurement and Verification reports. Other responsibilities include maintain ECG’s marketing and proposal bids.
WILLIAM BASSETT, ED.D
PROGRAM MANAGER/DEVELOPER - NY
Bill Bassett brings extensive knowledge in public education through his 35 successful years of experience. Bill’s experience includes serving 25 years as a Superintendent of Schools culminating with his last position as the District Superintendent and CEO of Orange/Ulster BOCES for over 8 years. He has served on many statewide projects and has participated in statewide educational organizations. Bill has an understanding of energy efficiency and conservation through his experience in working on energy projects and renovations as a school Superintendent. Two successful projects he directed totaled close to $20 million in energy and renovation.
RICHARD L. SCHRECENGOST
PROGRAM MANAGER/DEVELOPER - PA
Richard served 25 years as the Director of Business and Financial Affairs for school districts in Pennsylvania. He also served as a board member of the Lancaster County Business Group on Health, and was a board member and past President of the Lancaster County Tax Collection Bureau. Richard understands the daily challenges of finance, facilities, and the operational needs of a school district. He successfully balanced improving educational quality, maintaining efficient buildings, and preserving sound financial balance sheets while being sensitive to the taxpayer burden. He implemented energy conservation measures and helped plan renewable energy application of geothermal heating and cooling in numerous school buildings. Richard also has over 6 years of management experience in the home construction industry as well as 6 years as a Captain and functional test pilot in the United States Air Force.

SENIOR PROJECT ENGINEER
Joseph Ludwig has over 20 years experience in civil engineering, construction inspection, and management services. He provides ECG’s Energy Performance Contract customers with construction and specification, construction management and structural inspections. Mr. Ludwig thoroughly analyses and evaluates all comprehensive energy audits, keeping constant communication with both client and ESCO. Joseph also reviews and prepares ECG’s measurement and verification reports and audits.
Senior Mechanical Engineer
Doug Marino has 30 years of experience in the design, construction inspection and management services for mechanical, electrical, plumbing, and fire protection engineering. He has solid knowledge and experience in the construction materials and methods for proper installation and operations of mechanical, electrical and plumbing engineering systems as well as the implementation of computer aided drafting concepts and techniques in the development of all engineering disciplines. Mr. Marino has further expertise in heating, ventilating & air conditioning, air handlers, CRAC units, plumbing, electrical, fire protection systems, filtration, recirculation, medical, water systems, boiler plants, chiller plants, cogeneration, domestic hot water, energy reduction, fuel oil tanks/piping, and building management control systems. His knowledge and skills also extend to Healthcare, Educational, Correctional, Municipal, Governmental, Commercial, and High Technological Studios. In addition to his design and engineering responsibilities he provides ECG’s clients with various professional services within a construction management capacity.
MATTHEW KAZUBOWSKI, RA
Matthew has worked with ECG on multiple educational and municipal Energy Performance Projects throughout Tri-State area and Pennsylvania. His experience extends to architectural aspects of EPC projects as well as comprehensive evaluation of EPC proposals.
Elisa Cotelo specialized in Universal Design at University of Michigan. Her primary roles at The ECG Group include architectural drafting, state code research, construction documents, inspections for ECG’s Pennsylvania projects, and assisting with project management. Elisa Cotelo received her Master of Architecture from University of Michigan, where she specialized in Universal Design. Additionally, she has studied Urban Planning in France, Denmark, Iceland and Sweden, with a focus in geothermal energy.
PHILIP SMALLEY, PE
SENIOR ELECTRICAL ENGINEER
Philip Smalley has over 20 years experience in HVAC system design and installation, including the management of construction projects. His experience also includes engineering design services of HVAC, electrical, plumbing, sprinkler and life safety systems for architects, owners, facility managers and several national store chains for residential, commercial and institutional building projects. Mr. Smalley also has experience with forensic investigations of building equipment failures of electrical, plumbing, heating and air conditioning mechanical systems. Philip is highly qualified in geothermal system design, cogeneration design, and mechanical, electrical, and plumbing design and inspections.
KEVIN KOUBEK, PE
SENIOR MECHANICAL ENGINEER
Kevin Koubek has 20+ years experience providing energy consulting and professional engineering services to municipal clients. His experience also includes work in HVAC, electrical engineering, and site drainage. Mr. Koubek also specializes in plumbing engineering design and sanitary engineering design. Kevin prepares mechanical and electrical design drawings and specifications for HVAC, mechanical/electrical building systems for energy savings projects. In addition, Mr. Koubek has extensive experience in structural evaluation for capital projects, energy projects, and solar work.
SENIOR ELECTRICAL ENGINEER
Carlos Jiminez has extensive experience managing mechanical, electrical, plumbing, engineering design services with expertise as an Electrical Systems designer including power generation and distribution, lighting, communications and data, life safety and security systems for municipal clients. He is responsible for all phases of electrical design and construction administration. Carlos is also certified in Value Engineering and Construction Management Control Systems. Responsibilities also include Client Relations and Project Management.
Carlos holds a Bachelor of Science in Electrical Engineering from the University of Texas at Austin. He is a member of the Institute of Electrical and Electronics Engineers (IEEE), the Florida Engineering Society ( FES), and the National Fire Protection Association (NFPA). He is also a certified Building Commissioning Professional.
GUS MARTINEZ, PE, LEED-AP
SENIOR MECHANICAL ENGINEER
Gus Martinez has extensive experience in the design of mechanical systems. He is responsible for the design of HVAC systems, including water cooled and air cooled chilled water air conditioning systems, thermal storage systems, refrigeration systems and light commercial systems. He is also responsible for the design of water distribution, sewage collection, plumbing, fire protection, and energy recovery systems. Gus is also experienced in Value Engineering/Life Cycle costing, energy conservation studies and analysis.
In addition to being a Licensed Professional Engineer (PE), Gus is a LEED-AP Accredited Professional. He is also a member of the American Society of Heating, Refrigeration & Air-Conditioning Engineers (ASHRAE). He is also a Certified Building Commissioning Professional.

CODE ENFORCEMENT OFFICIAL/PROJECT MANAGER
Greg handles field supervision for EPC projects with expertise in building evaluation and construction inspections. He provides ECG’s customers with project management, building inspections and construction reports. In addition, Greg was a Fire Chief and Fire Marshal with specialties in Hazmat Awareness and Operations, Building Construction and Emergency Preparedness.
