ALDO MAZZAFERRO
DIRECTOR OF PROJECT DEVELOPMENT

Aldo Mazzaferro is primarily responsible for managing all aspects of projects to ensure their successful completion and the client’s satisfaction. Mr. Mazzaferro plays a vital role in analyzing all project proposals and in representing ECG at pre-proposal meetings and construction project meetings. Mr. Mazzaferro holds a BS in Mechanical Engineering and a Masters of Engineering in Energy Systems from Lehigh University. During his time at Lehigh University, Mr. Mazzaferro developed skills in project management, energy efficiency, and project finance that have been critical to his effectiveness as a Project Engineer with ECG.

O. VON BANKS
REGIONAL DIRECTOR OF DEVELOPMENT

Von Banks has over 16 years of experience in construction and development on the local, state, and federal levels.  Mr. Banks primary focus is on county, local and state government facilities and institutions. Prior to joining ECG, Mr. Banks was appointed by the White House to serve as Deputy Assistant Secretary of the U.S. Department of Housing and Urban Development. Mr. Banks is a graduate of Pennsylvania State University.

JOYCE PULEO
DIRECTOR OF ADMINISTRATION
Joyce Puleo is responsible for managing and ensuring the smooth operation of all of ECG’s administrative responsibilities.  Her primary duties include assignment of appropriate resources to projects, coordination of all plans, specifications, and applications for submittal to required governmental regulatory agencies, and assistance with ensuring time-lines are maintained for all active projects.

ASHLEY M. HEINTZ
PROJECT ADMINISTRATOR

Ashley Heintz is responsible for coordinating the beginning stages of all projects by implementing time lines, managing progression, and ensuring Energy Service Companies maintain their responsibilities. Her primary roles include producing Preliminary Energy Assessments, maintaining communication between customer and perspective bidders, and developing proposals specific to the customer’s needs. After completion of the project, Ms. Heintz manages all of ECG’s Measurement and Verification reports. Other responsibilities include maintain ECG’s marketing and proposal bids.

WILLIAM BASSETT, ED.D
PROGRAM MANAGER/DEVELOPER - NY
Bill Bassett brings extensive knowledge in public education through his 35 successful years of experience. Bill’s  experience includes serving 25 years as a Superintendent of Schools culminating with his last position as the District Superintendent and CEO of Orange/Ulster BOCES for over 8 years. He has served on many statewide projects and has participated in statewide educational organizations. Bill has an understanding of energy efficiency and conservation through his experience in working on energy projects and renovations as a school Superintendent. Two successful projects he directed totaled close to $20 million in energy and renovation.

RICHARD L. SCHRECENGOST
PROGRAM MANAGER/DEVELOPER - PA
Richard served 25 years as the Director of Business and Financial Affairs for school districts in Pennsylvania. He also served as a board member of the Lancaster County Business Group on Health, and was a board member and past President of the Lancaster County Tax Collection Bureau. Richard understands the daily challenges of finance, facilities, and the operational needs of a school district. He successfully balanced improving educational quality, maintaining efficient buildings, and preserving sound financial balance sheets while being sensitive to the taxpayer burden. He implemented energy conservation measures and helped plan renewable energy application of geothermal heating and cooling in numerous school buildings. Richard also has over 6 years of management experience in the home construction industry as well as 6 years as a Captain and functional test pilot in the United States Air Force.

Professional Team: CODE COMPLIANCE OFFICERS

GREGORY ANDERSON
CODE ENFORCEMENT OFFICIAL/PROJECT MANAGER

Greg Anderson has 30+ years experience as an Engineering and Budget Manager. He also has 15+ years experience as a Code Enforcement Official in which he successfully completes RESCUE comprehensive inspections, NYSED Annual Fire Inspections and Annual Visual Inspections.

Greg handles field supervision for EPC projects with expertise in building evaluation and construction inspections. He provides ECG’s customers with project management, building inspections and construction reports. In addition, Greg was a Fire Chief and Fire Marshal with specialties in Hazmat Awareness and Operations, Building Construction and Emergency Preparedness.

LOU MIRA
CODE ENFORCEMENT OFFICIAL

Lou Mira is a Code Enforcement Official with experience including successful completion of comprehensive inspections and submission of NYSED forms for the following: Building Condition Surveys, Annual Visual Inspections, and Annual Fire Inspections. In addition, he is a career Fire Lieutenant and the lead Code Enforcement Official with the Fire Department in the Village of Garden City, New York. Mr. Mira evaluates all projects to ensure they are aligned with current safety and code ordinances.
